For the first pilot, index only a golden folder of about fifty current SOPs. Indexing the whole stale archive produces confident wrong answers.

Every answer needs a clickable source; without citations, a knowledge assistant is more dangerous than helpful for managers.

Name a content owner: who updates documents and who removes obsolete ones from the index. The model is not a substitute for knowledge ownership.
